CONSTITUTION AND BY LAWS

OF THE

EAST TEXAS CHAPTER - ICC

I

NAME

This organization shall be known as the East Texas Chapter - ICC Association.

II

PURPOSE

The objectives of the association are:

1. To apply our special knowledge and skill to improve the life safety of East Texans.

2. To provide better buildings through uniform enforcement of codes and regulations.

3. To enhance the image of the inspector through the free exchange of information and ideas.

4. To provide well informed and qualified inspectors.

5. To investigate and exchange information about the principles of safety in the construction and the occupancy of buildings and related structures.

6. To promote and recommend uniform regulations and legislation pertaining to building construction and to encourage uniform code enforcement and interpretations.

7. To promote the adoption, maintenance and enforcement of building codes for the common good.

8. To promote the education, certification, and professional recognition of inspectors.

9. The East Texas Chapter - ICC Association shall be a nonprofit organization.

III

MEMBERSHIP

There will be two separate and distinct classes of membership but both will be necessary and welcomed as one.


1. Active members will be limited to inspectors employed by the State of Texas or any city county, water district, utility district, or public utility actually making inspections protecting the health, safety and welfare of the public.

    Associate members will be any person from any organization that supports the aims and ideals of this organization. Associate members can participate in any activity, may make their views and arguments known, take part n all discussions. An associate member may do anything except vote, initiate motions or hold office in the organization.

2. Dues

The annual fees for active and associate membership in the East Texas Municipal Inspector's Association shall be $50.00. The annual fee shall be paid by January 1 to cover the following calendar year.

OFFICERS

1. Officers of the organization shall be elected as follows: Presidents are to serve for one calendar year, vice-presidents to serve for one year, Secretary-Treasurer to serve for one year.

2. A vacancy in the office of the President will be filled by the vice-president and a new vice-president shall be elected at the next regular meeting to serve the unexpired term.

MEETINGS

1. Regular meetings will be held monthly at a time and place selected by the membership to transact the business of the organization.

2. Special meetings shall be held as called for by the president or when requested by a majority of the membership.

3. Complete records shall be kept by the secretary-Treasurer of all proceedings at all meetings and all monies collected shall be deposited in a bank account.

AMENDMENTS

1. Proposed amendments of this Constitution and by laws may be submitted at any regular or called meeting provided that the proposed amendments are made known to the members and that two thirds of the active members present shall agree on any amendments. Members are to be notified by mail.

2. Amendments shall become effective immediately after a two thirds majority vote of the active members present.

VII

ANNUAL REPORTS

The Secretary-Treasurer shall render a report of business transacted and a financial report for the year at the meeting one month before his term of office shall expire.

VIII

ORDER OF BUSINESS

1. Parliamentary procedures shall be as defined in Robert's Rules of Order.

2. The order of business shall be as follows:

1. Minutes of previous meeting read and approved or amended for approval

2. Communications

3. Reports of officers and committees.

4. Old business.

5. New business.

6. Any election.

7. Programs

8. Code questions.

9. Adjournment
